Strategically located in Bazian, Kurdistan, the Refining facility is a cornerstone of Iraq’s downstream sector. With a capacity of 45,000 barrels per day, it is one of two privately operated refineries in the country.

Addressing the Refining Gap

Despite producing 4.5 million bpd of crude oil, Iraq still imports 30% of its refined products due to underdeveloped and outdated state refining infrastructure. ONEX is addressing this mismatch by producing:
 

  • Cleaner-burning gasoline and diesel

  • High-quality LPG and kerosene

  • Reduced output of surplus heavy fuel oil (HFO)

45,000 bp/d Bazian Oil Refinery

SUMMARY

We restored, upgraded and expanded the Bazian Oil Refinery in Kurdistan after our acquisition in 2010. The refinery employs over 400 professionals and is now capable of refining 45,000 bp/d and has a long term tolling agreement with the Federal Government of Iraq.

Addressing the Refining Gap

ONEX operates under a long-term tolling agreement with the Federal Government of Iraq, securing a consistent and sustainable supply of crude for processing. This arrangement:
 

  • Long-term tolling agreement

  • Ensures refined product offtake is guaranteed through government frameworks

  • Supports long-term returns while fulfilling national energy priorities
     

This structure has become a model for public-private partnership in Iraq’s downstream sector — balancing sovereign interests with private efficiency and delivery.
